Chapter 32 - Saltwater and Ash

The deafening roar of the yacht’s twin turbine engines lingered long after the ship had vanished into the squall, replaced only by the howl of the Atlantic wind and the rhythmic crash of black waves against the pilings. Rain poured from the dark sky in sheets, stinging my face like needles and washing the cordite smoke from the pier.

Daniel lowered his weapon, his knuckles bone-white around the grip of his service Glock. He stood at the edge of the wooden deck, looking out into the impenetrable fog where his bullets had ricocheted harmlessly off the reinforced glass of *The Sovereign*.

"He’s alive," I whispered, the words tasting like copper and seawater. My knees trembled so violently that I had to catch myself against a rusted bollard. "Arthur Vance is alive."

"Elizabeth, step back from the edge," Daniel said, his voice flat with shock and adrenaline. He grabbed my arm, pulling me away from the drop. "Coast Guard cutters are deploying out of Boston and Portland, but in this sea state, with that vessel's displacement and speed... he’s already entering international transit lanes."

Behind us, red and blue strobe lights slashed through the industrial fog. Three tactical SUVs from the State Police and a mobile command unit from Homeland Security screeched to a halt at the security gate of Slip 4. Doors slammed. Heavily armed troopers in tactical rain slickers advanced down the wooden pier, their carbines raised at the low-ready position.

"Stand down! Boston PD and State Special Investigations!" Daniel bellowed into the wind, flashing his gold badge held high in his left hand while keeping his right hand open and clear of his sidearm.

An agent in a tactical windbreaker labeled *FBI - Joint Terrorism Task Force* hurried forward, water streaming down the brim of his cap. "Detective Miller? Where is the target vessel?"

"Gone," Daniel snapped, pointing into the black abyss of Massachusetts Bay. "Arthur Vance Senior just put to sea with an abducted newborn and Chloe Vance. He’s running an armored offshore craft, unregistered hull, cruising at forty-plus knots eastward. If your maritime interdiction units don’t drop sea-skimming choppers right now, he slips past the twelve-mile limit and enters international waters before dawn."

The agent looked at Daniel as if he were insane. "Arthur Vance died three years ago. His estate was liquidated through probate court."

"Then who the hell was standing on that deck looking me in the eye?" I screamed, stepping past Daniel, my rain-soaked hospital gown clinging to the fractured cast on my arm. "His grave is empty! We blew the false tomb forty-eight hours ago! He took my child—he took the child harvested from my stolen eggs! Look at the surveillance feeds from the pier office!"

The federal agents didn't move to chase the ocean. Instead, two of them stepped toward me, one pulling a pair of zip-ties from his tactical vest.

"Elizabeth Vance?" the lead agent asked coldly. "You are named on a federal material witness warrant issued an hour ago by the Southern District of New York. We have orders to take you into protective federal custody immediately."

Daniel stepped directly between the federal agents and me, his hand resting on the holster at his hip. "Whose authority? Judge Campbell? Campbell is on the Vance payroll. Every judge who signed Arthur’s offshore shell company clearances is bought."

"Detective, step aside," the federal agent commanded, his hand creeping toward his sidearm. "You don't have jurisdiction on this slipway anymore. The Vance family assets have been reclassified under National Security Executive Order 13224. This isn't a state kidnapping case anymore. It's a federal asset seizure."

I looked at the agent's badge, then back at the dark, churning water where my father had disappeared with my baby. The system wasn't just slow. The system was the very machine Arthur Vance had built to swallow us whole.
