Chapter 11 - The Other Families

Julian’s audit uncovered four other special-needs trusts billed by Everline Family Support.
All legitimate clients.
But two showed similar problems.
Inflated hours.
Duplicate billing.
Services provided by lower-cost contractors while trust billed premium rates.
One family had been encouraged toward Bright Harbor residential placement.
Not through staged abuse.
Through aggressive sales tactics.
Federal investigators expanded case.
Julian’s conduct was no longer an isolated favor for sister.
He had built a business model around families too overwhelmed to audit invoices.
The victims were not helpless.
They were busy.
Parents managing appointments, schools, insurance, work, siblings.
Julian sold certainty.
“We handle everything.”
Then billed everything.
Adrian testified later:
“The easiest person to exploit is not someone who doesn’t care. It’s someone exhausted from caring all the time.”
