Chapter 14 - The Sovereign Vault

Rain lashed against the rusted corrugated steel roofs of the Brooklyn waterfront as midnight settled over the harbor. Julian cut the power grid of the surrounding perimeter using a localized electromagnetic pulse, blinding the public harbor patrol feeds for precisely twelve minutes.

Victoria, dressed in tactical dark fabrics beneath a heavy storm coat, followed Julian through an access tunnel concealed within the foundation of an abandoned drydock warehouse. The air smelled of salt brine, ozone, and decades of decayed engine grease. At the end of the corridor stood a blast door reinforced with hardened tungsten plating.

Victoria approached the control interface. The seven-digit titanium key slid into the physical lock mechanism with smooth, oily precision. When she turned it, heavy pneumatic bolts hissed open, exhaling a plume of chilled, pressurized nitrogen.

Inside lay not weapons or stacks of bearer bonds, but a state-of-the-art climate-controlled server room humming in the subterranean gloom. Blue fiber-optic cables pulsed along the ceiling like synthetic veins, routing directly into a massive cylindrical central terminal.

Julian quickly patched his diagnostic tablet into the main trunk line. "These servers aren't tied to any commercial telecommunications network," he whispered, his eyes scanning the rapid streams of decrypted code. "It's an autonomous tracking matrix. Victoria... look at what it's monitoring."

Victoria stared at the cascading displays. The terminal was tracking the real-time biometric baselines—heart rates, circadian rhythms, neuro-cortisol spikes—of seventeen high-ranking figures across the globe. Among them were a European prime minister, two central bank governors, the founder of the world’s largest search engine, and Victoria Vance herself.

The data went back nearly twenty-five years. Her entire childhood, her college years in Oxford, her marriage, her ascension to Chairwoman—every biometric pulse had been logged with forensic accuracy.

"This isn't corporate espionage," Victoria said, her throat tight. "This is an observation lab."

Suddenly, the central monitor cut to black. A single line of green text flickered onto the screen: *Subject 04 shows elevated heart rate. Synchronization threshold at 88%. Proceed to London for calibration.*

Julian grabbed her arm. "Victoria, the terminal just broadcasted our location. We have less than three minutes before clean-up units arrive."
